West German navy Sumner Dress  rate’s cap with cap tally of the”Marine Fernmeldestab 70," the Naval Intelligence Organisation. the white portion of this cap can be removed and replaced with a black cover for winter dress

(however I believe this practice to have stooped and the white cover is now worn with both summer and winter dress uniforms)

West German naval officers winter dress peaked cap, as in the seaman’s cap pictured above this cap has a removable top cover and can be replaced by the white summer dress cover as required, but  as stated above I believe that only the white cover is now worn all year round
